Many children and adults are not in the habit of reading. They don’t get on with books: they are reluctant readers. As a result, they have little opportunity to develop their literacy skills – and they lose out as a result.
Others may be keen to read, but (for whatever reason) they find reading difficult. Conventional books for a person of their age might be just too difficult to read. These struggling readers need reading materials that are age-appropriate, but which don’t patronise.
Of course, many readers who struggle are also reluctant.
